WLW is one of fifteen City Strategy Pathfinders launched in 2007 by the Department of Work and Pensions (DWP) with ambitious aims “‘to transform the coherence and effectiveness of the existing structure of skills and employment services in West London”. As part of the organisation's forward strategy, Tendis was commissioned to produce a business case for a West London Employment Commissioning Unit, owned and steered by six West London boroughs, as successor body to WLW. The business case was presented to the Chief Executives of six West London Boroughs in September 2010. The business case was produced following consultation with the six WLA boroughs, WLW and other key stakeholders. The business case set out the strategic context for the establishment of the Unit, the aims and objectives of the Unit, its potential benefits and the services that

the Unit would provide. The paper also described the proposed governance, management and staffing arrangements and an annual budget for the Unit.
